Dark Side of Modern Finance Civilization

It’s sure that, in the 21st century, the modern finance plays different roles in the different economies. In the developed market economies, modern finance is maintaining the normal functioning of their economies, while also sharing the wealth of other countries. In the emerging market economies and the less developed market economies, modern finance promotes the development of these economies. But on the other hand it’s also likely to become the wealth leakage mechanism of these economies. Therefore, in the 21st century, modern finance becomes the strong promoter to the globle economic growth and the important mechanism for world’s wealth redistribution among the international communities. This is mainly because economic globalization and financial market integration trends gradually remove the barriers to the international free flow of wealth and economic resources. While transformation of the wealth to financial assets and financial assets securitization, has greatly enhanced the liquidity of wealth and assets. So, in the 21st century economic performance and wealth flow are much faster than before. Under such conditions, the modern financial system based on a strong lever system, will certainly become the important mechanism which some countries use to plunder other countries’ wealth and resources or possible means that some little groups use to rob the wealth of the public. The 19th century and before, it is colonial policy which was used to divided the world market and to exploit the wealth and resources; the first half of the 20th century, the war; and now it seems to rely on modern financial mechanism. The financial crisis exploded in the last few years of the 20th century in some Asian countries and regions, is the indication of the dark side of modern finance civilization. Trying to prevent the spread of this dark side,  should be the primary task of the financial world for the 21st century.

可以确信,在21世纪的不同经济体中,现代金融所扮演的角色和所起的作用是有差别的。在发达市场经济国家,现代金融在维 系本国经济正常运转的同时,也在分享着他国的财富。而在新兴市场经济国家(地区)和市场经济欠发达国家,现代金融一方面以杠杆化的功能快速推动着这些国家 和地区的经济发展,另一方面又极有可能成为这些国家和地区的财富漏出机制。所以,在21世纪,现代金融除了是维持全球经济持续增长的强大推动器,也是全球 财富在国际间重新分配的重要机制。这主要是因为,经济全球化和金融市场一体化的趋势,使财富包括经济增长资源在国际间流动的障碍得以渐渐消除,而财富的金 融资产化和金融资产的证券化,又极大地提高了财富和和资产的流动性。可以想象,21世纪的经济运行和财富流动速度要大大快于20世纪。在这种条件下,建立 在强大杠杆系统基础上的现代金融体系,的确会成为一些国家瓜分另一些国家财富和资源的重要机制和手段,成为一小部分人瓜分一大部分人财富的机制和手段。 19世纪及以前,世界市场的瓜分及财富和资源的掠夺,靠的是殖民政策;20世纪前半叶,靠的是战争;而现在则似乎要依靠现代金融机器。20世纪最后几年发 生在亚洲一些国家和地区的金融危机,是21世纪现代金融文明的阴暗面的先兆。最大限度地防止这种现代金融文明阴暗面的扩散,应是21世纪金融领域首要的任务。
